Fanatic purifiers stellaris. The empires which I have created to seed my game aren't spawning despite having the eagle icon checked, their galaxies being random and of having non unique origins. The empires in question are devouring swarms and fanatic purifiers of one type or another. This wasn't an issue until this patch, so I'm looking for a solution to this or if anyone else is having issues of the same kind?

Fanatic Purifiers can do diplomacy with other empires of their own species. It's hard to do accidentally, but you can set up a game that way. Or even if they end up with rebel empires. Devouring Swarms should be able to do diplomacy with machines, since they can't eat them. But that's a discussion for another topic.
